You probably need new fork seals perhaps, although the air could escape from the fork caps or the air valves as well. I would generally think it would leave some oil residue with it, but perhaps not if it were on the air valves or fork caps. Mix up some dishwashing soap and water solution, & spray it on the fork caps and air valves after airing up the forks, & then jump up and down on the bike stroking the forks many times consecutively, and look for any bubbles forming anywhere. That will surely show you where your leaks are. I would be scrutinizing your fork seals the most however, especially if you have fork boots covering up the travel range of the tubes, as it may be hiding a bit of leaking oil from plain sight.

I think air leaking from the fork seals would also leave an oily mess but anything is possible particularly if neither fork is holding air, something is seriously wrong. - On another bike I had one fill point and shared by both forks. You could try something like that as it makes the job a little easier.

You need a proper zero loss air chuck & pump/guage to do this. I bet the forks are fine but each time you check the pressure you loose pressure and it gives you the impression the forks have no air or low air all the time. If fooled me yrs ago too when i first got into air forks too. A basic tyre gauge or pump is useless for these.
You need something like a pump for mountain bike shocks/forks or a proper guage from s shock parts/tools supplier
search on this site. They do a few different ones at different price points

You need something like a pump for mountain bike shocks/forks or a proper guage from s shock parts/tools supplier - This is the same as is used on fox air shocks. A good investment if you plan on getting some but it will also need a low pressure gauge. Very low pressure! Not the same 100+PSI as the fox air shocks would use.

Yeah you can use the bicycle pump even if its ment for shocks but you just then need to have a separate pressure gauge to connect to it between fork and bump. Back in the day Fox used to do one 0-60PSI for forks and 0-300/400 PSI for shocks. if you hunt around you may even find the genuine suzuki/KYB pressure gauge (not the one supplied with PE's from new)
You can get reproductions here
