I35 for compressions have good spark and fuel still no start. It won’t start even with starting fluid in carb or down cylinder. My question is if the reeds were bad would that prevent it from starting. 1978 pe 175 the bike is all stock and original I purchased it from the original owner.

I have never had reeds go "bad" but I've mostly bought running bikes that were maintained. I think reeds going "bad" is probably not the problem even if they were 'worn' or not closing to spec.
Spark is good to have but there are other factors which affect starting.
Since the bike was sitting; Have you tried a new & correct spark plug properly gapped? *Have you checked the exhaust is not obstructed*? Kill buttons go bad, have you tried disconnecting it?
The user manual for your bike has resistance readings for the ignition wires and ignition parts, I would always start there and any values which are out of range are the ones I would focus on.

I think you might also check the Woodruff Key (#15), I have never had a problem with one but I think if it were missing or damaged it could prevent the bike from starting even if it had spark
