These would look good on a 70's PE. I have seen them clamped to forks next to the head light or frame tubes before. Could even make your own multi tool to go on them. I recommend a rubber washer under the wing nuts and drill a hole in the wing nut for a safety wire clip too so they done vibrate undone.
